Step 1: Authorise a design engineering office

The property owner first appoints and authorises an approved design engineering office. This office opens the application and manages the main permit documents on Balady.

Step 2: Prepare the drawings and application

The design office selects the cadastral report, fills in the land details and prepares the architectural and structural drawings. It then uploads the required files, accepts the municipal undertakings and submits the application.

Step 3: Complete the Saudi building code review

The application is assigned to a technical inspection company through the insurance process. The inspector checks the drawings against the Saudi building code and returns any comments to the design office.

Step 4: Receive municipal design approval

Step 7: Issue and pay for latent defects insurance

The insurance company creates the latent defects insurance request and sends a payment link. The policy is issued after payment, without a separate application for permits submitted after 25 June 2025.

Step 8: Pay the fees and receive the permit

The design office reviews the municipal fees and issues the payment invoice. Once the required fees and insurance payment are complete, the building permit can be issued.

Saudi Building Code compliance during construction

Code compliance does not end once the permit is issued. The site team must follow the approved drawings, materials and inspection requirements throughout the build. Small changes on site can create bigger problems later, especially during testing, final inspection and occupancy approval.
