Documents required before applying for a building permit
A building permit application needs clear land, design and contractor documents before work can move
forward. The exact list may change by municipality, project size, building use and site condition. In
Riyadh, most applications are arranged through the Balady platform with support from approved engineering
offices.
Property ownership document: An updated title deed, housing contract or valid investment contract
is needed to confirm the applicant’s right to develop the land.
Cadastral report: The cadastral report shows the plot boundaries, dimensions, road access and other
site details used in the permit drawings.
Architectural design office contract: An approved architectural office prepares the drawings and
submits the permit application through the required digital system.
Supervising engineering office contract: A supervising office is appointed to follow the approved

Construction contractor details: The permit file normally includes an appointed contractor who will
carry out the work under the approved project scope.

Saudi building permit process through Balady
The building permit process is completed online through
the Balady platform, but several
parties take part. The owner, design office, technical inspector, municipality, supervisor, contractor and
insurer each handle a separate stage.
Step 1: Authorise a design engineering office
The property owner first appoints and authorises an approved design engineering office. This office opens
the application and manages the main permit documents on Balady.
Step 2: Prepare the drawings and application
The design office selects the cadastral report, fills in the land details and prepares the architectural and
structural drawings. It then uploads the required files, accepts the municipal undertakings and submits the
application.
Step 3: Complete the Saudi building code review
The application is assigned to a technical inspection company through the insurance process. The inspector
checks the drawings against the Saudi building code and returns any comments to the design office.
Step 4: Receive municipal design approval
After the technical review, the application moves to the responsible municipality. Municipal staff may
request changes or issue the design approval certificate when the file is accepted.
Step 5: Appoint the supervising office and contractor
The owner and design office are notified to complete the contracting stage. A supervising engineering office
and building contractor are selected, then each party accepts the appointment.
Step 6: Complete the contractor submission
The contractor reviews the assignment, enters the requested information and attaches the remaining
documents. The completed data is then forwarded to the insurance company through Balady.
Step 7: Issue and pay for latent defects insurance
The insurance company creates the latent defects insurance request and sends a payment link. The policy is
issued after payment, without a separate application for permits submitted after 25 June 2025.
Step 8: Pay the fees and receive the permit
The design office reviews the municipal fees and issues the payment invoice. Once the required fees and
insurance payment are complete, the building permit can be issued.
Saudi Building Code compliance during construction
Code compliance does not end once the permit is issued. The site team must follow the approved drawings,
materials and inspection requirements throughout the build. Small changes on site can create bigger problems
later, especially during testing, final inspection and occupancy approval.
Follow the approved drawings: Construction work should match the approved architectural, structural
and MEP drawings without uncontrolled changes.
Use approved construction materials: Concrete, steel, insulation, cables, pipes and fire-rated

added to the updated drawings.
Prepare final project documents: Inspection reports, test records, material approvals and as-built
drawings should be ready before handover and occupancy application.
Occupancy certificate requirements after construction
An
occupancy certificate
confirms that the building work has been completed and accepted by the responsible authority. It is
different from the original building permit, which allows construction to begin based on the approved plans.
The application is made after the main construction, testing and required site work are finished.
For a new project, the supervising engineering office completes the building reports, enters the final
details and submits the request through Balady. Approved drawings, inspection records, test reports and
final project documents should be complete, as missing papers or unapproved site changes may hold up the
process.
The occupancy certificate confirms construction completion, while the building-compliance certificate checks
the Ministry’s appearance and urban-compliance criteria and is generated after occupancy approval.
